ART. 1 ORGANISOR
The road race “De 42e SPIE INTERNATIONALE JUNIOREN DRIEDAAGSE” will be organized by the “Stichting Internationale Junioren Driedaagse van Axel” and will be organized under the rules of the U.C.I. This foundation is holder of the race license and possesses the required permits / licenses and exemptions of the authorities. The licenses, permits and dispensations can be inspected at the secretary of the organization.
The race will take place on Friday May 17, Saturday May 18 and Sunday May 19 2024.

ART. 2 RACE CATEGORY
This race is only for riders belonging to the category “Men Juniors”.
All riders must be born in 2006 or 2007.
The race is a road race, category U.C.I. “Men Juniors 2.1”.

ART. 3 PARTICIPATION
This race is open to National-, Regional-, Club & Mixed Teams. A participating team must consist of a minimum of FOUR and a maximum of FIVE riders belonging to the category MEN JUNIORS.

ART. 4 COMPETION SCHEDULE
The stage schedule is as follows:

• 1st stage AXEL – AXEL RIDE IN LINE 103,7 KM
• 2nd stage WESTDORPE-WESTDORPE INDIVIDUAL TIME TRIAL 11,9 KM
• 3rd stage SLUISKIL -SLUISKIL RIDE IN LINE 80,5 KM
• 4th stage VELZEKE-VELZEKE RIDE IN LINE 99,9 KM


ART. 5 RACE HEADQUARTER
On Friday the Race Headquarter, “RHC”, is located in Cultureel Centrum “De Halle”, Rooseveltlaan 1A in Axel. The building is open on Friday May 17 2024 from 10.00 am to 10.00 pm. The team managers meeting will take place, in the presence of the panel of commissioners, on Friday May 17 2024 at 02.30 pm in Cultureel Centrum “De Halle”, Rooseveltlaan 1A in Axel. Prior to this meeting the team managers have to register their riders between 12.15 pm and 02.15 pm. The commissioners meeting will take place on Friday May 17 2024 at 03.00 pm in Cultureel Centrum “De Halle”, Rooseveltlaan 1A in Axel. After the 1st stage and after the 2nd stage on Saturday May 18 2024 the “RHC” is located in Cultureel Centrum “De Halle”, Rooseveltlaan 1A in Axel. Before the start of the 2nd stage Westdorpe-Westdorpe, the permanence is located at Gebr. Van Duijn, Smitsschorreweg 7, Westdorpe. On Saturday afternoon before the start of the 3rd stage the permanence is located in Hotel / Restaurant “Dallinga”, Nieuwe Kerkstraat 5 in Sluiskil. On Sunday May 19 2024 the “RHC” is located in the Parochiaal Centrum, Sint Martinusplein, Velzeke (Zottegem).

ART. 6A BACK NUMBERS
The back numbers and frame plates have to be picked up at the “RHC” on Friday May 17 between 12.15 pm and 02.15 pm in Cultureel Centrum “De Halle”, Rooseveltlaan 1A in Axel by the team manager. The licenses of the team manager, mechanics and riders must be shown. The licences should be valid for 2024.
The numbers and frame plates are only issued to the team manager when all valid licences of the participating riders at the “Stichting Internationale Junioren Driedaagse van Axel” are provided. When the team manager provides only a part of the required licenses (with a minimum of 4) the numbers and frame plates will be issued for these riders. At less then 4 licenses the numbers and frame plates are not issued.
The numbers are worn as they are issued by the organisation, without being in any way cut up, resized or otherwise modified. The numbers must be worn visibly with the maximum exposure for the sponsor. The numbers and frame plates have NOT to be returned to the organization after the race. The team manager must also provide the IBAN bank account number, so that the organization can transfer the prize money won afterwards.

ART. 6B TRANSPONDERS
The riders are obliged to use transponders. For international races the transponders are made available by the Dutch Cycling Union and all teams must confirm this. The Dutch teams also receive this; the personal transponders must be removed.
You must hand in the transponders immediately after the 4th stage in the Parociaal Centrum, Sint Martinusplein, Velzeke (Zottegem). Here you will also receive the licenses back.

ART. 7 GEAR
In UCI competitions, the gear for juniors is free from 1 January 2023.

ART. 8 COMMUNICATION WITH THE RIDERS
During the race it is, in accordance to the U.C.I. rules (rule 2.2.024), forbidden to exchange information with the riders by any means of radio communication and other technical resources. The riders in the race will be informed of time differences (if any) by the blackboard official appointed by the organization.

ART. 9 RADIO TOUR
Radio Tour will broadcast on the frequency 155.9375.

ART. 10 ASSISTANCE SERVICE NEUTRAL CARS
There will be three neutral service cars (Shimano) in the race.

ART. 11 TIME LIMITS
All riders who finish the race with a higher timelag than regulatory is allowed, are no longer eligible for the ranking (12% of the winning time in a Stage and 33% in an I.T.T.). This may be derogated from by the panel of commissaires, in case of exceptional circumstances and in consultation with the organization. In the event of an incident that has been correctly observed in the last three kilometers of a stage road race, the rider (s) involved will be allocated the time of the rider (s) with whom they were at the time of the incident. His or their places will be determined by the order in which he or she crosses the finish line.

ART. 12 STARTING ORDER INDIVIDUAL TIME TRIAL
The starting order in the 2nd stage (individual time trial Westdorpe-Westdorpe) is determined by the organization in consultation with the jury president of the U.C.I. The starts will be taken in so called “blocks”, where each block contains one rider of each team. The last starting block contains all the best classified riders of each team, in reversed sequence of their position in the General Individual Classification after the first stage. This results in the leader of the General Individual Classification will start as last rider. This block declares the starting sequence of the riders of each team in all blocks, so the team sequence remains consistent throughout all blocks. In the preceding block all second best riders of each team will start, and so on. The riders starts with a time interval of one minute.
A Time Trial Bike is allowed.

ART. 13 BONUSES
In the stages 1, 3 and 4 there are held ONE (½ stage) or TWO (1/1 stage) BONISPRINT(S). At the end of each RIDE IN LINE there are BONUS SECONDS granted. These BONUS SECONDS will be included in the General Individual Classification.
Bonus Bonisprint: Bonus Finish stage: Bonus Finish ½ stage:
1st place: 3 seconds; 1st places: 10 seconds; 1st place: 6 seconds
2nd place: 2 seconds; 2nd place: 6 seconds; 2nd place: 4 seconds
3rd place: 1 second; 3rd place: 4 seconds; 3rd place: 2 seconds

ART. 14 PRIZES
The total amount of prize money for this race is € 4.287,00 The “Stichting Internationale Juniorendriedaagse van Axel” provides for payment to the holder teams. No prizes will be awarded to individual riders, except all the trophies that are given during the ceremony after the race.

ART. 15 ANTI-DOPING
This control is according the U.C.I. Anti Doping Control. It will be performed by the Dutch Doping Authority. The locations of the anti-doping will also be indicated by nameplates.

The places of the control are:
• Friday: Cultureel Centrum “De Halle”, Rooseveltlaan 1A, Axel
• Saturday: Hotel / Restaurant “Dallinga”, Nieuwe Kerkstraat 5, Sluiskil
• Sunday: Parochiaal Centrum, Sint Martinusplein 1 te Velzeke

ART. 16 SIGNING OF THE ATTENDANCE AND TEAM PRESENTATION
Before the start of each ride in line the participants list must be signed by the riders themselves. 
On Friday May 17 before the start of the first stage there will be a team-presentation on the podium near Mia’s Restaurant & Lounge, Kanaalkade 3 at Axel. This presentation starts at 04.00 pm.

ART. 17 PARTICIPATION LISTS
The final list of participants will be available 30 minutes before the start of the race at the organisations desk in the “RHQ”.

ART. 18 PODIUMS
According to the U.C.I. regulations the following riders are requested for the PODIUM CEREMONY, within 5 minutes after the finish of the race:

• The numbers 1, 2 en 3 of the stage.
• The leader of the General Individual Classification. (Yellow Jersey)
• The leader of the General Individual Points Classification. (Green Jersey)
• The leader of the General Individual Sprint Classification . (Red Jersey)
• The leader of the General Individual Young Rider Classification. (White Jersey)
• The leader of the General Individual Cobblestones Classification. (Grey Jersey)
• The leader of the General Individual Combination Classification. (Blue Jersey)
• The leader of the General Individual Mountain Classification. (Red Polka Dot Jersey)

If a rider is leader in more than one classification, the leader’s jersey worn in the next stage by the next placed rider. However, if this rider must wear his world or national champion’s jersey of a UCI cup circuit, series, or classification, he shall wear that jersey. Then the next placed rider waering the leader’s jersey.
In determining the various classifications the following order will be observed:
1. Yellow Jersey – 2. Green Jersey – 3. White Jersey – 4. Red Jersey – 5. Grey Jersey – 6. Blue Jersey – 7. Red Polka Dot Jersey.

ART. 19 FINES
The fine system of the most recent U.C.I. regulations applies at all times, which each participant is supposed to have taken knowledge.

ART. 20 ESCORT AND TRAFFIC RULES OF CONDUCT
All participants and officials in the race convoy must comply with the applicable traffic rules. They must, as far as possible, ride on the right side of the road. The instructions of the accompanying police, jury, marshals, race officials or organization should strictly be followed. For infringement follows immediate exclusion from further participation in the race. All cars are also equipped with KNWU strips, such as jury, service, organization, press, etc. Cars or motorcycles that do not show the organisation- and /or KNWU strips, will be removed out of the race. Immediately behind the riders is the car of the President of the U.C.I., the car of the race doctor and a neutral service car; then follow the cars of the team managers in order of car number.

The team managers places the vehicles for the race convoy at the rides in line in the following manner:
- Friday May 17 2024 : at the Kanaalkade (finishlocation), Axel
- Saturday May 18 2024 : at the St. Elisabethlaan, Sluiskil
- Sunday May 19 2024 : at Sint Martinusplein 1, Velzeke (Parking to the left on the church)
                            (follow evidence required in Belgium)

The BROOM WAGON (last car of the race convoy) is indicated by a GREEN FLAG.

ART. 21 RECOGNITION CARS
All cars in the race convoy have an organization label and an organization number sticker. Cars and vehicles that are not authorized to drive in the race convoy, will immediately be removed out of the race. All cars following the race have dimmed lights during the whole race.

ART. 22 TRACK
On the official starting point (0 km), 30 km after the start and 25, 20, 10, 5, 4,3, 2 and 1 km before the finish, there will be clearly visible signs that indicate the remaining amount of kilometres. At 1 km before the finish there will also be a red triangle hanging above the road.

ART. 23 WASTE ZONE / FEEDING ZONE
In order to counter environmental pollution, there is arranged a waste zone in each stage. This waste zone is just before and just after the feeding zone. The riders can dispose of their waste here that immediately after the match is cleaned by the organization. Riders who dump their waste still outside the zone, risking a fine. This zone is marked by signs and are in the following locations:
- 1st stage Axel -Axel Zaamslagseweg
- 3rd stage Sluiskil - Sluiskil Kanaalweg
- 4th stage Velzeke - Velzeke Beugelstraat

ART. 24 TO BE COVERED TRACK AND SECURITY
The riders have to follow the official track of the race. They are expected to know the track of the race as such. The rider who did not follow the complete official track, will not be competing for any awarded prices. He will be excluded from the race, except when in his case a force fault is accepted by the officials. On dangerous points, persons with yellow flags will be posted. In addition, we also use BOPLAN’s safety equipment. (barriers, bumpers and totems) The participants need to take extra caution on these points.

ART. 25 UNEXPECTED CIRCUMSTANCES
For cases in which the KNWU and /of the U.C.I. regulations do not foresee, the U.C.I. officials will decide on race-technical matters. The organisation will, together with the local police, decide on all other circumstances. The organization of the “Stichting Internationale Junioren Driedaagse van Axel” tour is not responsible for damage caused by falls or damage by other special circumstances of any kind, which happen before, during or immediately after the race. Each participant is further supposed to behave as normally as by a participant may be expected. Participants which misbehave can be excluded by the jury and/or organization of (further) participation in the race.
